Use some of your water to collect ducks and leave just enough left over to move into the pipe. With some levels, though, it actually helps to dig your route from the bottom and work your way up. This tactic comes into play in Level 4: Floodgate, where you need to avoid the ducks at all cost. Dig a path on both the right side and the left to the other transport gate, so that water reaches both sides. From there, dig a dual path at the top to open the first transport gate and a path for the water to go.

To do this, dig as wide a path as possible so that the water remains level, then divide it up so you collect the six scattered ducks. Cut a bowl shape into the dirt, then craft a ramp-like formation into it too.

Going by previous re-releases of GTA Vice City, in theory the same cheats will work from one console to the next by inputting the same commands into that controller - using the same face buttons and shoulder button inputs and so on. The last thing you might still be wondering is about the mobile version of Vice City, where there's no controller or keyboard that you can use to input the cheats listed above.

Thankfully, you can actually use a workaround to enter cheats if you're really keen on doing so and don't mind a little hassle. In brief, you'll need to download a third-party keyboard app or program that allows a keyboard to be used as a kind of overlay to any mobile games you're playing. With that, you can then type in the letter-based cheats as listed in our PC Cheats section, and they'll work as usual.
